Pittsburgh Mobility Collective
The Pittsburgh Mobility Collective (or PMC) is a collaborative effort led by the City of Pittsburgh’s Department of Mobility and Infrastructure to ensure that all new transportation technologies and services are deployed strategically to meet the needs of residents and visitors.
The PMC utilizes grant funding from the RK Mellon Foundation to build Pittsburgh a wholistic transportation system that connects:
Pittsburgh Regional Transit services,
shared electric scooters and bicycles,
expanded carshare,
new carpool services,
digital ticketing and payment,
information and trip-planning tools,
public kiosks for transportation services known as “Mobility Hubs”
Pittsburgh Mobility Collective aims to serve the people of Pittsburgh quickly for today and tomorrow by providing a connected range of mobility options and infrastructure so Pittsburghers can easily and affordably travel from point A to B and back again.
The services provided by members of the Pittsburgh Mobility Collective are accessible under the umbrella of Move PGH.

Pittsburgh Department of Mobility & Infrastructure
The Department is responsible for the transportation of people and goods throughout the City of Pittsburgh, and for managing the operation of and access to the public right-of-way (the sidewalks, curbs, streets, and bridges that make up our network). DOMI focuses on five key areas: Safety; protecting and providing for all users, Access; connecting people and opportunities, Reliability; providing an efficient system and services, Adaptability; preserving now: preparing for the future., and Human(e); engaging, empowering, and enabling residents.
Services
POGOH
POGOH is Pittsburgh's bikeshare program, formerly known as Healthy Ride. POGOH operates dozens of stations and hundreds of bikes throughout the city and in 2022 launched a fleet of e-assist bikes. As a non-profit, our mission is to provide Pittsburgh with a joyful, sustainable, and affordable mobility service for all residents and visitors. POGOH offers a variety of pricing options to fit different types of riders, and recently launched the Mobility Justice Membership that makes our Annual Membership available to those who receive government assistance for only $10 a year. As the system continues to grow, POGOH remains dedicated to creating an inclusive, equitable bike share program that works with the Pittsburgh community to identify and address the needs of our unique and beautiful city.
Pittsburgh Regional Transit
Pittsburgh Regional Transit or PRT (formerly known as Port Authority of Allegheny County) has been the operator of public transportation services in Pittsburgh and surrounding municipalities since 1964. The agency owns and maintains 18.4 miles of busways (Martin Luther King Jr. East, West, and South), 26.2 miles of light rail, two inclines, and over 80 bridges. PAAC operates over 700 buses and 80 light rail cars providing more than 62 million rides annually. It also oversees ACCESS, a coordinated, shared-ride paratransit service, which has been providing door-to-door, advanced reservation transportation in Allegheny County since 1979.
Spin
Spin is proud to lead the Pittsburgh Mobility Collective initiative. Founded in San Francisco in 2016, Spin operates dockless mobility systems in nearly 70 cities and campuses throughout the United States. Our core team is comprised of engineers, designers, operators, lawyers, and public policymakers with deep and broad experience in the technology and transportation sectors. We are committed to a partnership approach, which means we seek to tailor our program to meet each market’s unique needs. Nowhere is that approach more epitomized than the PMC, a first-of-its-kind effort to incorporate micromobility and other multimodal services into the city’s broader transportation network.
Zipcar
Zipcar is the world’s leading car-sharing network and has played an influential role in improving city life since 2000. Found in nearly 500 cities and towns and 600 university campuses across the globe, Zipcar is driven by a mission: to enable simple and responsible urban living.
Zipcar is a proud founding member of the PMC, and provides members easy access to a car without the cost and hassle of owning one. Independent studies show that Zipcar’s model of car sharing is proven to reduce vehicle ownership, freeing up space for people in cities. Zipcar provides communities and members with a socially responsible and sustainable mobility option that supports city livability across the globe.
Supporting Technology
Transit App
Launched in 2012 in Montreal, Transit is North America’s most popular public transportation app, with millions of active users in 200 cities, and serves as the official app of the PMC. Right on launch, Transit shows users all nearby transport options and departures times in big text and bright colors. Users can easily navigate public transit with accurate real-time predictions, simple multimodal trip planning, offline trip planning, and step-by-step navigation. With public transportation at its core, Transit integrates real-time information and payment functionalities for other sustainable mobility modes, including ridehail, bikeshare, scooters, and carshare.
Masabi
Masabi is bringing Fare Payments-as-a-Service to public transit agencies of all sizes around the globe, enabling them to receive the latest fare payment innovations quickly, using a platform which is constantly updating and adding new features. This not only improves the journey experience for passengers but helps agencies keep up with the pace of technology change, while reducing the total cost of fare collection. With over seventy agencies of all sizes across thirteen countries signed up, including Pittsburgh’s PAAC, Masabi’s Justride is the world's leading fare payments platform.
Waze Carpool
Waze Carpool is a fast, fun, affordable way to commute. Waze at its core is the world’s largest crowdsourced navigation app. We were created with the idea that people working together could help save each other a few minutes on their drives every time. But as traffic has gotten worse and worse we realized we can’t just be about helping people get around traffic, we had to enlist our community in the movement to end traffic, altogether. So in 2018 Waze launched Waze Carpool. While carpooling isn’t new, Waze Carpool is a fresh way to share the road and the cost of commuting. Carpool lets you choose to drive or ride with people already going your way. Use the Waze app to drive, and the Waze Carpool app to catch a ride.
Swiftmile
Swiftmile is thrilled to be a member of the PMC. As an innovator in the mobility space, our team is excited to bring our charging infrastructure to the City of Pittsburgh. At our core, we help deploy electric charging stations in or adjacent to the public right of way, further improving the clean energy benefits of micromobility. Additionally, our stations create a sense of permanency and assuredness that members of the community will always have safe, charged transportation waiting for them.

InnovatePGH is a next generation public-private partnership built to accelerate Pittsburgh’s status as a global innovation city. The partnership is powered by a coalition of civic leaders representing Allegheny County, the City of Pittsburgh, the University of Pittsburgh, Carnegie Mellon University, UPMC, the Allegheny Conference on Community Development and regional philanthropic institutions.
New Urban Mobility Alliance
NUMO is a global alliance that channels tech-based disruptions in urban transport to create joyful cities where sustainable and just mobility is the new normal. As an outgrowth of the Shared Mobility Principles for Livable Cities, NUMO supports cities as they progress toward broad adaptation goals, including strategically integrating new mobility options with existing transit services. To help cities meet their ambitious mobility goals, NUMO assists in building capacity to improve private-public sector alignment as well as facilitating collaboration with diverse stakeholders to develop new resources, tools, and resources for the industry.
